Dean’s leadership to focus on investment, impact, and influence — driving the future of transportation innovation

 

RICHMOND, VA (November 6, 2025) — The Richmond Metropolitan Transportation Authority (RMTA) proudly announces that Chief Executive Officer Joi Taylor Dean has been elected president of the International Bridge, Tunnel and Turnpike Association (IBTTA) for 2026.

 

Dean was formally introduced during IBTTA’s Annual Meeting and Exhibition in Denver, Colorado, where she delivered an inspiring speech under the theme “Driving What’s Next: Investment, Impact, and Influence.” In her remarks, Dean called on transportation leaders from around the world to invest in people, measure progress through impact and use their collective influence to shape smarter, more connected communities.

 

“It is an incredible honor to lead this global community of innovators and changemakers,” said CEO of RMTA and 2026 IBTTA president Joi Taylor Dean. “Driving What’s Next is more than a theme — it’s a shared commitment to invest in our people, deliver meaningful impact through innovation and use our collective influence to advance sustainable, connected communities. I’m deeply grateful to the RMTA Board of Directors and team for their continued support as we bring the spirit of Richmond’s leadership to a global stage.”

 

Dean’s appointment highlights both her personal leadership and RMTA’s growing role as a model of modernization and operational excellence in the transportation industry. Under her direction, RMTA has prioritized innovation, technology integration and enhanced customer experience, including the implementation of all-electronic tolling scheduled to launch this winter.
