First Statements Being Mailed to Customers After All-Electronic Tolling Transition on RMTA Expressway System
Drivers who traveled on the Powhite Parkway, Downtown Expressway and Boulevard Bridge without E-ZPass may receive statements in the mail.

 

Richmond, VA (March 19, 2026)Drivers who traveled on the Powhite Parkway, Downtown Expressway, Boulevard Bridge and all associated ramps without an E-ZPass after February 28 may soon receive their first statements in the mail as part of the Richmond Metropolitan Transportation Authority’s (RMTA) transition to all-electronic tolling (AET).

 

Receiving a statement simply means the vehicle traveled on the RMTA expressway system without using an E-ZPass. The transition to all-electronic tolling eliminated the need to pay cash. Tolls are now collected electronically as vehicles pass through an overhead structure known as a gantry. Statements are typically mailed twice a month after license plate information is verified

 

Drivers with E-ZPass continue to be charged automatically through their accounts. For drivers without E-ZPass, cameras take images of the vehicles’ license plates, known as Pay-By-Plate. If a license plate is not associated with an E-ZPass account, a statement with toll charges is mailed to the registered vehicle owner.

 

There is one exception—cash is still an option on the Downtown Expressway from 6:30 a.m. to 9 p.m. Outside of those hours, E-ZPass or Pay-By-Plate will apply.

 

“Drivers may receive statements for the first time as part of our transition to all-electronic tolling. We want to ensure customers understand why they are receiving these statements and how easy it is to review them and pay their tolls,” said Joi Taylor Dean, CEO of RMTA. “We also encourage drivers to ensure their vehicle and license plate information is up to date with E-ZPass and the DMV to avoid billing issues.”

 

 

Drivers Who Receive a Statement Should:

 

  • Pay the balance by the due date to avoid additional fees:
    • Online: Visit www.rmtaonline.org. Click “Pay Tolls” to access the payment portal
    • By phone: Call 1-833-990-5405
    • Via mail: Follow instructions provided on the statement

 

  • Consider saving money by getting an E-ZPass
    Drivers with E-ZPass pay lower tolls. Example rate for two-axle vehicles: E-ZPass is $.90 versus the $2 Pay-By-Plate rate on the Powhite Parkway and Downtown Expressway.

 

  • Look into creating prepaid GoRMTA accounts if they prefer not to get an E-ZPass
    While a GoRMTA account does not reduce toll rates, it allows drivers to prepay, track tolls, receive monthly statements and conveniently manage travel and payments.)

 

  • Get additional help if needed:
    • Review the Frequently Asked Questions found at the bottom of the RMTA webpage on statements.
    • Contact customer service at 1-833-990-5405 for assistance

 

Reminders for Drivers with E-ZPass:

 

  • Maintain sufficient account balances to avoid fees

 

  • Ensure transponders are properly mounted on windshields for accurate toll reads

 

  • Keep E-ZPass account information current, including vehicle and license plate information

 

  • Contact E-ZPass if transponders are not registering tolls. Their transponder batteries may be low—and they cannot be replaced by drivers.
