Drivers who traveled on the Powhite Parkway, Downtown Expressway, Boulevard Bridge and all associated ramps without an E-ZPass after February 28 may soon receive their first statements in the mail as part of the Richmond Metropolitan Transportation Authority’s (RMTA) transition to all-electronic tolling (AET).
Receiving a statement simply means the vehicle traveled on the RMTA expressway system without using an E-ZPass. The transition to all-electronic tolling eliminated the need to pay cash. Tolls are now collected electronically as vehicles pass through an overhead structure known as a gantry. Statements are typically mailed twice a month after license plate information is verified.

Exceptions:
- Cash is still accepted at the Downtown Expressway from 6:30 a.m. to 9 p.m.; outside of those hours, Pay-By-Plate will apply for motorists who do not have E-ZPass transponders. The Downtown Expressway is expected to transition completely to no cash in 2027.
- The Virginia Department of Transportation (VDOT) operates the Powhite Parkway Extension which also continues to accept cash. This section of the Parkway is located between the Chippenham Parkway exit and Route 288. View map at this link. (Click Richmond.)
