Received a Statement? What is It, and What Steps Do You Need to Take?

Drivers who traveled on the Powhite Parkway, Downtown Expressway, Boulevard Bridge and all associated ramps without an E-ZPass after February 28 may soon receive their first statements in the mail as part of the Richmond Metropolitan Transportation Authority’s (RMTA) transition to all-electronic tolling (AET).

Receiving a statement simply means the vehicle traveled on the RMTA expressway system without using an E-ZPass. The transition to all-electronic tolling eliminated the need to pay cash. Tolls are now collected electronically as vehicles pass through an overhead structure known as a gantry. Statements are typically mailed twice a month after license plate information is verified.

Exceptions:

  • Cash is still accepted at the Downtown Expressway from 6:30 a.m. to 9 p.m.; outside of those hours, Pay-By-Plate will apply for motorists who do not have E-ZPass transponders. The Downtown Expressway is expected to transition completely to no cash in 2027.

  • The Virginia Department of Transportation (VDOT) operates the Powhite Parkway Extension which also continues to accept cash.  This section of the Parkway is located between the Chippenham Parkway exit and Route 288.  View map at this link. A Faster Modern Way to Travel

All-electronic tolling (AET) modernizes travel in the Richmond Region. Drivers keep moving; no cash is required. With AET, tolls are collected electronically. 

Drivers with E-ZPass continue to be charged automatically through their accounts. For drivers without E-ZPass, cameras take images of their vehicles’ license plates, known as Pay-By-Plate. If a license plate is not associated with an E-ZPass account, a statement with toll charges is mailed to the registered vehicle owner.

There is one exception—cash is still an option on the Downtown Expressway from 6:30 a.m. to 9 p.m. Outside of those hours, E-ZPass or Pay-By-Plate will apply.

 

Drivers Who Receive a Statement Should:

  • Pay the balance by the due date to avoid additional fees:

    • Online: Visit www.rmtaonline.org. Click “Pay Tolls” to access the payment portal

    • By phone: Call 1-833-990-5405

    • Via mail: Follow instructions provided on the statement.

  • Consider saving money by getting an E-ZPass.

    Drivers with E-ZPass pay lower toll rates. Example rate for 2-axle vehicles: E-ZPass is $.90 vs $2 Pay-By-Plate rate on the Powhite Parkway and Downtown Expressway.

  • Look into creating prepaid GoRMTA accounts if they prefer not to get E-ZPass.

    While prepaid GoRMTA accounts do not offer discounted toll rates like E-ZPass, they enable drivers to prepay, track tolls and conveniently manage their travel and payments.

Do I need an E-ZPass?

E-ZPass in not required with all-electronic tolling. If you don’t have an E-ZPass, a camera will take an image of your license plate, known as Pay-By-Plate, and you will receive a statement in the mail.

 

Note: E-ZPass is the most convenient way to pay tolls and provides a lower cost trip. You can sign up for E-ZPass at www.ezpassva.com.

Why did I receive a statement with toll charges?

Who is sending the statement?

The Richmond Metropolitan Transportation Authority is responsible for mailing statements to customers who used the Powhite Parkway, Downtown Expressway, Boulevard Bridge and all ramps. The vendor we use to process invoices uses a return address in Trenton, New Jersey.

How do I pay?

What will my statements include?

Your statement will provide a detailed summary of your activity on the Richmond Metropolitan Transportation Authority Expressway System. This typically includes:

 

  • Date, time, location and photo of the vehicle license plate for each toll transaction.
  • Any fees or charges applied
  • Payment due date and minimum amount due (if applicable)
  • Payment options
  • Important account updates or notices

Will I receive a fine if I do not pay my fines on the due date?

What if my statement is incorrect; can I dispute a toll?

Yes, you have the ability to dispute a toll online in the payment portal. You also have the option to complete the Dispute Form included with your statement and mail it to the provided address.

You may sign up for a GoRMTA account in the RMTA payment portal on www.rmtaonline.org.

What should I do if my E-ZPass transponder is not working?

There are a few common reasons your transponder may not be working properly, including:

 

  • Your account is out of funds.
  • Your transponder’s battery is running low. Batteries cannot be replaced by drivers.
  • Your transponder is improperly mounted.
  • Your transponder has not yet been activated at the lane.
  • A recent payment has not yet been received by the lane.
  • It can take up to 24 hours for new accounts, payments, and new transponders to be activated and detected at Virginia toll plazas, and up to 48 hours in out-of-state lanes.
