RMTA Earns A+ Rating from S&P Global Ratings
RICHMOND, VA — October 12, 2026 — The Richmond Metropolitan Transportation Authority (RMTA) is proud to announce that the Authority’s A+ rating has been affirmed by S&P Global Ratings, the world’s leading provider of credit ratings. The rating reflects a positive outlook based on RMTA’s transition to all-electronic tolling (AET) and the Authority’s prudent financial management.
“S&P Global Ratings’ affirmation of RMTA’s A+ rating is a meaningful recognition of our strong financial foundation and long-term planning,” said RMTA CEO Joi Taylor Dean. “We are committed to responsible stewardship, strategic investment and continued attention to meeting the evolving needs of our customers and communities.”
RMTA completed its transition to AET in 2026, modernizing toll collection across its facilities and eliminating the need for motorists to stop at toll plazas. The conversion is expected to improve operational efficiency while supporting a more convenient experience for customers. The second phase of RMTA’s AET project is scheduled for 2027, when the Downtown Expressway will transition fully to AET, making all RMTA roadways cashless and further modernizing toll collection across the system.
Established in 1966, RMTA is an independent authority and political subdivision created by an act of the Virginia General Assembly. RMTA owns and operates three roadways in the Greater Richmond Region – the Powhite Parkway, Downtown Expressway and Boulevard Bridge. In 2026, RMTA celebrates 60 years of connecting communities across the Greater Richmond Region, advancing a safe, modern and efficient expressway system for all.
